This section is responsible for promoting and monitoring state-wide recycling and waste reduction programs as well as the recycling and proper management of household hazardous waste, mercury lamps and devices, batteries, and lead-containing devices (e-waste). Grants and technical assistance are also provided to local governments for the implementation of solid waste management and innovative recycling programs. Local household hazardous waste collection center grants are also administered by this section.

- Recycling
The Recycling Program is responsible for monitoring and reporting on recycling and waste reduction programs across the state, as well as providing technical assistance. It manages the Recovered Materials Dealers Certification program and the Construction and Demolition Debris Facilities Reporting program. It administers the Innovative Recycling and Waste Reduction Grants program and it assists Florida First Capital Finance Corporation in administering the Florida Recycling Loan Program.
The Energy, Climate Change, and Economic Security Act of 2008 signed by Governor Charlie Crist establishes a new statewide recycling goal of 75 percent to be achieved by 2020. DEP is directed to develop a program to achieve this goal and submit it to the Legislature for consideration by January 1, 2010.
